Bu has a PhD (Law) from the School of Regulation, Justice and Diplomacy, Australian National University; a Master of Laws from the Northern Territory University (now Charles Darwin University), and an Honours Degree in Environmental Science.
Ingvar Anda
Ingvar is a Principal Consultant and a Founder of Hau Meni & Associates Pty Ltd; and has 25 years of experience in environmentally sustainable development. Ingvar has a strong focus on integrating climate and disaster resilience into international development programs. He has worked on designs, reviews and evaluations of diverse projects including climate change adaptation projects and disaster risk reduction projects, as well as food security and nutrition, WASH, and shelter.

Ingvar has completed assignments with a variety of NGOs, Red Cross agencies and managing contractors for bilateral donors and multilateral agencies. He has lived in Timor-Leste and Vanuatu for extended periods of time and has completed assignments in 20 countries across the Indo-Pacific region. Ingvar has a PhD from the Institute for Sustainability and Technology Policy (ISTP) at Murdoch University and a Master of Tropical Environmental Management from Charles Darwin University. Ingvar is based in Western Australia and is a volunteer fire fighter with the Bush Fire Service.
Gillian Kennedy
Gillian Kennedy lives in Broome, Western Australia and is a lecturer and researcher at the Nulungu Research Institute at the University of Notre Dame Australia.

She holds a Bachelor of Education and a Masters in Community and International Development. Gillian has worked in the fields of international development, Indigenous community development and remote education for 15 years. Over that time she has lived and worked in Bangladesh, East Timor, and in remote communities of the Kimberley region of Western Australia. Her research experience spans multiple sectors including education, Indigenous justice, cross-cultural education, Aboriginal ranger programs and Indigenous Protected Areas, social impact and program evaluation. In recent years she conducted an evaluation of cultural education programs at the WA Police Academy and has coordinated professional development programs for the WA Judiciary that build cultural and historical understandings of First Nations contexts.
Fausto Belo Ximenes (Nino)
Nino has over nine years of professional experience in developing and post-conflict settings in the fields of human rights, rule of law, transitional justice and access to justice, and education.

Over the course of his career, he has worn many hats including management of international development programs, policy research and advisory with both government and NGO sectors, as well as the United Nations and its agencies. Based in Timor-Leste, Nino holds a Master of Public Policy (MPP) from the University of Oxford, an Erasmus Mundus Master of Arts (With Merit) in Human Rights from Roehampton University in London, Bachelor of Arts (Cum Laude) in Political Science from New York State University at Stony Brook, and a Graduate Diploma in Transitional Justice from the Institute for Justice and Reconciliation in Cape Town, South Africa. Nino is a native Tetum speaker with full professional proficiency in English, fluent Bahasa Indonesia, and a basic understanding of Portuguese.
Diana Baker
Diana is an independent consultant currently based in Melbourne, Australia with over 20 years’ international development experience across the Asia-Pacific region, Africa and Europe.

Diana has worked with a range of clients including the UN, regional bodies, national governments and civil society organisations. Her areas of specialty include governance, gender, and peacebuilding. Diana is known for her strong analytical capacity particularly in situations of complexity including conflict and post-conflict situations, and her ability to provide strategic advice that is context specific and actionable. She provides a range of services including evaluation and monitoring, research and analysis, capacity development and institutional strengthening.
Diana has a Masters (First Class) in Political Science and professional training in evaluation, mediation and diplomacy. She speaks Tetum well.
Gordon Peake
Gordon has been an Associate of Hau Meni since 2014. Over the last 15 years, Gordon has worked as an adviser, facilitator and researcher in Timor-Leste, Papua New Guinea and throughout the Pacific.

His clients have included the Australian and New Zealand aid programs, the World Bank and civil society organisations. Gordon’s most recent assignment was helping the Autonomous Bougainville Government in the run up to the 2019 referendum on future status.
His practical, problem-solving approach is underpinned by academic qualifications in law, politics and international relations from Queen’s University Belfast and the University of Oxford. His book about his experiences in Timor-Leste won two Australian book awards.
Fundasaun Mahein
Fundasaun Mahein (FM) (Website) is a non-government organisation based in Timor-Leste and founded in 2009. FM carries out research, monitoring and advocacy on the development of Timor-Leste’s security sector. FM’s mission is to assist in increasing the legitimacy and capacity of Timor-Leste’s security sector through citizen participation in the development of relevant legislation, policy and budgets.

FM collaborates regularly with Hau Meni & Associates on research, program design, evaluations and development of quality assurance mechanisms related to the justice and security sectors in Timor-Leste.
FM is founded on the belief that only the active participation of Timorese citizens can solve the problems in Timor-Leste’s security sector. Therefore, we encourage public dialogue about crucial security-related issues. Our publications strive to provide information, analysis, and policy recommendations in order to facilitate political participation. We also aim to strengthen the ability of Timorese media, civil society organizations, and Members of Parliament to address these challenges.
We believe that creating a space for public discussion around security sector development will lead to concrete improvements. These improvements will boost legitimacy while also ensuring that institutions remain culturally appropriate for Timorese society and its real security need. Improving the legitimacy and credibility of the security forces also increases their capacity to respond appropriately to the security challenges that Timor-Leste faces today.
